Challenges of Achieving a Just Transition and Pursuing Global Unity Explored in Initial Dialogue

The inaugural Dialogue under the United Arab Emirates Just Transition Work Programme was held in Bonn, Germany, from 2 to 3 June 2024. The event brought together 170 representatives from various parties and non-party observers to discuss the importance of whole-of-society approaches for a sustainable future that is inclusive, equitable, and just.

During the Dialogue, participants shared their views and experiences on just transition pathways to meet the goals of the Paris Agreement through countries’ national climate action plans, National Adaptation Plans, and Long-term, low-emission development strategies. Ambassador Nabeel Munir emphasized the need for creating pathways that empower communities, protect workers’ rights, and foster opportunities in green industries.

Iman Ustadi, Deputy Chief Negotiator for the Presidency of the COP28 UN Climate Change Conference in Dubai, underscored the significance of the just transition as a key element of the UAE Consensus achieved last year. The event also saw the participation of high-level representatives from the incoming COP29 and COP30 Presidencies.

Recent data shows an increasing focus on just transition in national climate action plans, with more countries addressing the social and economic impacts of transitioning to low-carbon and resilient economies. However, concrete plans and policies are needed to ensure that no one is left behind. Participants stressed the importance of incorporating just transition elements in all NDCs, NAPs, and LT-LEDS, engaging marginalized groups, and involving youth in planning and implementation.

Challenges such as financial barriers, capacity-building needs, and socioeconomic impacts of the transition were discussed during the meeting. Participants highlighted the need for more international cooperation, knowledge exchange, and regional coordination to accelerate the just transition.

Moving forward, the UAE Just Transition Work Programme will continue to promote sustainable development, prosperity, and opportunity while ensuring a fair and equitable transition to a low-carbon future.
